How can I successfully install Flash Player on my high-security computer?

hello!  using internet explorer 8 on dell desktop computer running windows 7 professional 32-bit.  computer in pharmacy , therefore has high security protection (firewalls, i'm assuming?).  music program wasn't working properly, , troubleshooting suggested update flash player.

i try download new version's flash player installer ie on windows, , downloads fine second (up to, say, 10-20% downloaded).  progress halts , download speed goes down 12 bytes/sec.  [sidebar - downloads unrelated flash player, sending/receiving info in other programs, , streaming music working fine.]  if pause download , resume, completes in less second, run problems installing.  install 47% , error message saying "cannot contact reliable source".  message have run "certificate authentication failed, please re-install correct problem."

on website troubleshooting flash player downloading & installing, suggested uninstalling current version of flash player before installing new version.  have done so, didn't resolve problem, , totally hooped no functional flash player on computer.

please help!!

it sounds might running firewall/proxy issue.  can try installing our stand alone installer located on page?
