Help with rule

here rule need enter when conducting calculations. want know if can me input rule. rule "when rounding off nearest whole number, round nearest number when value ends in .5, when rounding nearest tenth, round nearest tenth when value ends in .05. same principle applies rounding off nearest ten , nearest thousand." pretty means. not trying insult out there. 16.5 = 16; 17.45 = 17.4; 17.451 = 17.5. can me appreciated. thank you!

however, ieee 754 standard dictates number literal 0.045 be approximated to 0.0449999999999999. approximation closer to 0.04 than to 0.05. therefore,

    round(0.045, 2)   

returns 0.04"

something using number literals.

lately i've been trying out lots of old windows games (on cd's bought legally) have lying around on wine heck of it. 5 or 6 years old , many don't run on windows 7! been hit or miss. what's worked reliably install game on old windows xp desktop, this: copy relevant folder in program files (for example: c:/program files/warcraft iii) of windows computer usb stick. paste in linux directory (anywhere) configure wine d: drive point @ d: drive, ex: /media/warcraft iii/ find promising .exe file in folder copied windows (like warcraft3.exe) , execute wine. , works charm games! however, in ubuntu think i've installed (while running linux, put cd drive, open installer, install) , run 1 program in linux successfully. happens this: cd automatically mounts, , configure wine's d: drive in /media/warcraft iii/ i'll run installer.exe wine wait game install, seems work fine next time try start game, says "please insert warcraft iii cd...
