Magic quotes gpc problem - Joomla! Forum - community, help and support

i had problem of having magic_quotes_gpc problem after caught server error. contacted provider , fixed it. , now, after accidently replaced joomla 3.2 patch, kept getting error gpc quotes needed turned off, , looked .htaccess file php.ini fine, turned out of them off. don't know going on. idea why , how can fix it?
