Why is there an "open as" in Windows and not in a Mac?

can't find how open jpeg file in photoshop acr.  can on windows machine, not on mac.  click/cmd r switch work bridge?  out appreciated.

you can on mac, works differently. instead of choosing open as, choose file > open , in open dialog box, select jpeg , choose camera raw format pop-up menu near bottom.

 

the difference might because open dialog 1 of places photoshop meets operating system, adobe working each os gives it.
